Vanpool and Carpool RFP
The South East Texas Regional Planning Commission (SETRPC), which is the Metropolitan Planning Organization for the Jefferson-Orange-Hardin Regional Transportation Study Area, announces the issuance of Request for Proposals (RFP).
SETRPC seeks to successfully operate and market a commuter vanpool program and carpool matching service which will reduce the number of single occupant vehicles on the highway during rush hour and provide an alternative means of commuting to and from work.

Regional Review Committee Guidebook
Texas Community Development Block Grant (TxCDBG) Regional Review Committee (RRC) Guidebook for 2009-2010. (This is NOT a housing program).
Each of Texas’ 24 regional councils has its own Regional Review Committee (RRC) . Each RRC is comprised of 12 local elected officials, appointed by the Governor of the State of Texas.
The role of each RRC is to participate in the process of determining regional priorities for projects funded through the Office of Rural Community Affairs (ORCA) Community Development Fund. The RRC is responsible for developing objective scoring criteria used to prioritize applicants.
The Southeast Texas RRC met in March of this year to review, determine and obtain public comment regarding objective scoring criteria for the upcoming 2009-2010 TxCDBG grant cycle.
Below is a copy of the Southeast Texas RRC Guidebook, which has been prepared in accordance with the 2009 TxCDBG Action Plan and the 2009-2010 RRC Scoring and Training Guidelines for the Community Development Fund. The Guidebook provides eligible applicants from the South East Texas Regional Planning Commission (SETRPC) region with the application guidelines necessary to be scored under the Southeast Texas RRC scoring criteria.
The South East Texas Regional Planning Commission (SETRPC) will be accepting applications from individuals in Hardin and Orange Counties that were affected by Hurricane Rita. If you lived in and owned a stick built home or a mobile home unit (MHU) that was severely damaged or destroyed by Hurricane Rita, and your income is 30% or below the MSA Area Median Income, you may qualify for a new MHU. Proof of Hurricane Rita damage will be required with intake application.
